Is new epic-legend card obtained only by purchasing diamond?

We can only have new version 4-5 stars cards in rewards events by real money charging?
From v1.6 to v1.7, ecb have several new cards.
and almost all of the 4-5 stars new cards can't be obtained by cards pack or vip shopping with diamonds.
Reaper, arcane blast in v1.7. Templer , Qiaochan, Two qiao in v1.8.
U call these cards "special event card" which can only get by spending $50 or $180 in game shop.
If i wanna have some new powerful card, i must use about 50 to 200 dollars in every new update? And for collecting these cards fully, 500 dollars are needed,for now!
For more update, the list will be longer which means more and more money.
For a card game, i think its a little expensive.
Now, v1.8 is upcoming.
Can i get a promised that the list will be only 5 cards or a little more?
When some new cards is added to the list, some old card are free for diamonds shoping.
So when some new players play this game, they can spend about $500 to get these special cards and have about 5000 diamonds for shoping in the game.
It's a fair price for attracting more competitive players.
