Arcane Blast [Poll]

Does Arcane Blast restrict card selection too much? In other words does it force you to not be able to select a second low cooldown card in a match too much?
With two low cd units an enchanted armor unit can take over 800 damage. Same goes for all their other enchanted armor units.
Here is a reasonable suggestion to the formula that keeps the spell strong but opens up play a little more:
X is 200x(Number if enemy units with less than cd=9)+150(+0) <----Level multiplier
This makes the spell slight weaker if two units are out. It also makes it riskier as it deals very little damage if no low cd units are out or they have all died. It also keeps the damage det from exponentiang as much as the number begins to exceed 2 units.
Please offer any input or alternate suggestions. Maybe Ecb can take a look at this.
