Ok so having the VIP status makes the discounted price for resetting work.
But it seems that if the player does not have the initial amount it will not reset the card.
As you can see on this picute ( i hope ) I have enough coins to be able to reset it but it will not let me:
Cost: 8000 some and I have over 9000
