VIP and purchasing cards

This might seem like a silly question. To purchase specific cards, do they cost coins, rubies or diamonds. I'm assuming diamonds but can't see the option because I'he not upgraded to VIP. I was just curious because I've accumulated some diamonds which I was saving up for one decent card pack. If by the off chance some cards can be purchased for coins or rubies I'd maybe rethink and upgrade my VIP status instead.

They really need to remove the tooltip during loading that says you can buy cards of any rarity in the shop with gold. Either that or revert the change back because right now they're lying to customers.
