Possible bug with Deterrence

Just got a Deterrence out of a Dominating pack. Woot, I guess?

But I noticed something interesting. Deterrence's cooldown is normally CD=1. If I combine it with at least four other Dynasty Rising cards, though, its cooldown is decreased to CD=0. However, it doesn't actually activate at time T=99. Instead, it waits one tick as if it were still a CD=1 card. Is this intentional? I was hoping it would activate immediately and immediately slow all enemy units down (rather than only slowing them on their subsequent attacks.)
