Level 0 legend and epic cards

Suggest to be able to craft legend and epic cards. When crafting their is a chance of success or failure. If successful legend or epic card is level 0. A level 0 card is 15% weaker than a level 1. Player is unable to level up their card unless they pay money. This could entice a player to spend money who otherwise might not spend but also solve the biggest problem ecb still has to date which is "how to keep free players around a long time and turn them into pay players so game can keep growing". By having more of a chance to get a legend or epic the player is more inclined to grind it out and many grinders eventually become pay players. They don't all stay free players forever!
