This card is VERY hard to use which is unfortunate because it’s a necessary card function for this game being anti heal it stands nearly alone as one of just maybe 2 total cards which can stop heal decks. The problem with this card is you can never really play it because it is a wasted card if your opponent doesn’t play heal and in most instances your opponent takes is not playing heal cards. I’ve only ever been able to play this card a couple times both were vs the same bot and I knew what the bot was going to play so it was an amazing card to play when it works. I would hardly gamble to play this card though vs a real player unles that player was super predictable and even then I might hedge my bets and still prefer to beat them them with a safer strategy that wouldn’t risk having a dead card on the board. Here is my suggestion to make this card more playable. Let it have some ability as well related to units so that it can be played a little more easily. For example
Compulsory treatment: when enemy spell or trigger card with healing effect activates it’s effect will be negated. Heal all friendly creatures by 20%. At beginning of battle enemy creatures with healing abilities lose those abilities (so this card might be Used to negate bunny, priest, duke vamp, slaughter, and hero’s ability).
Compulsory Treatment

Re: Compulsory Treatment
It's already a very strong and useful card in arena. Bookies suggested change makes it overpowered in this game mode, so I suggest you don't change it, or if you do make it counter units that heal which will at least reset it's cool down when it activates so some other heals can get through

Re: Compulsory Treatment
So I suggest the following tidy text:
"When an enemy unit is healed, counter the healing effect and apply 20% of the healing to friendly units."
"When an enemy unit is healed, counter the healing effect and apply 20% of the healing to friendly units."

Use of divination card makes this more playable in pro now. However one glitch is that it does not work on dragon glass.
